Recycling is easy as 1-2-3 + as waste expert Julie joins the team

A WOMAN with a track record in boosting household recycling rates has joined Stratford District Council as its head of community and operational services.

Julie Lewis joins the District Council from Daventry District Council where, as deputy executive director of the business team, she implemented a radical change in the design of the waste service to a ‘1-2-3 +’ collection service.

This involved weekly collections of food waste, fortnightly collections of recyclable materials and a general waste collection every three weeks.

The ‘+’ was for paid for garden waste, collected every fortnight.




Such was the success of the scheme that Daventry had the largest percentage decrease in household waste collected per head in 2018/19 with a reduction of 12.7 per cent.

As a result Julie has advised numerous councils about the scheme and is regarded now as a waste expert.


She was also instrumental in buying a sports centre from a local college and developing it into a community use leisure centre, which could have applications for the Greig Centre in Alcester.

Her main areas of responsibility at Stratford will include community enhancement, leisure services, community safety, environmental sustainability and ‘streetscene’ – refuse and recycling, parking services and grounds maintenance.
